Presidents’ Day’s origins actually date back to George Washington.  On his real birthday, February 22, citizens commemorated him after his death in 1799.  History claims that day was made a federal holiday in 1879 for the District of Columbia and in  1885 for the entire nation. However, things became a little murky when Congress proposed the Uniform Monday Holiday  Act in the late 1960s.  In order to increase the number of three day weekends and, ideally, boost retail sales, this proposal would transfer the day of celebration from February 22nd to a Monday.  Observance of customs Cherry pie, which is based on the myth that Washington felled a  cherry tree as a child, is a dish that has long been connected to the holiday. Similar to modern corporate practices on Memorial Day or  Christmas Day, corporate enterprises typically closed on this day  up until the late 1980s.  However, most establishments are still open and many are giving  specials and other incentives now that it is on the third Monday.  Service closures in the federal and state governments (U.S. Postal  Service, state Departments of Motor Vehicles, federal and state  courts). University and college class timetables differ based on the institution.  Public elementary and secondary schools are typically closed, however certain school systems,  like New York City, could take a “mid-winter recess” that lasts for a whole week.
